Basically, a resource potion on steroids. And if you have Resource Generation in any of your gear, that 50 Resource gets scaled further. 

This item single-handedly solves a ton of issues for several builds, as well as giving a massive amount of damage, a lot of maximum Resolve in general, and some defensive mods on top.
