5. Tactical Deployment: Moff Gideon, Death Trooper, Darth Vader, Imperial Probe Droid, Wat TamborNow wielding the notorious Dark-saber, Moff Gideon sets his sight on his next conquest

Starting off our list is Moff Gideon’s squad. This squad features a great list of all-around characters, but what makes it one of the best in-game is the synergy between Imperial ally/troopers and Moff Gideon.

Tactical Deployment Unique Team Abilities:

  • At the start of the battle, if Moff Gideon has exactly one Dark Side Tank ally, two Dark Side Attacker allies, and one additional Dark Side Support ally, excluding summoned allies, all Dark Side allies gain 30% Max Health and Max Protection. If all allies are also Imperial Troopers: Whenever an enemy with the Leader tag uses an ability, Imperial Trooper allies gain 10% Offense (stacking) until the end of the encounter. Whenever an enemy with the Leader tag takes a turn, Moff Gideon gains 1 stack of Insight Imperial Trooper allies gain 40% Offense and revive with 50% Health and Protection the first time they are defeated each encounter
  • Control the Situation: Call all Imperial Trooper allies to assist, dealing 30% less damage. All units lose 100% Turn Meter, which can't be resisted. Allies gain 25% Turn Meter. Tank allies Taunt for 2 turns, Attacker allies gain 50% Offense for 2 turns, and Support allies gain 100% Protection Up.
  • Know Your Adversaries: At the start of Moff Gideon's first turn of each encounter, he inflicts Demoralized on all enemies (excludes raid bosses) until they are defeated, Moff Gideon is defeated, or the end of the encounter. Demoralized can't be copied, dispelled, or resisted. Demoralized: -50% Offense, -25% Critical Chance, -25% Critical Damage; this does not stack with other debuffs

4. Imperial Assault Commander: General Veers, Moff Gideon, Admiral Piett, Death Trooper, Range TrooperFinally reworked, General Veers is both a ruthless military director and cunning warrior

One of the original Dark Side characters in the game, Veers when often overlooked. Fortunately, General Veers received an update in the last couple of years that makes him worthy of the top 4 on this list. As with most Empire leaders, a full Empire squad works best.

Imperial Assault Commander Unique Team Abilities:

  • Empire allies gain 30% Offense. Imperial Trooper allies gain 20 Speed and gain 10% Turn Meter whenever they gain a buff.
  • Aggressive Tactician: Whenever an enemy is defeated while Veers is active, Imperial Trooper allies gain Offense Up for 2 turns, gain 50% Turn Meter, and recover 10% Protection. While Veers is active, Imperial Trooper allies have a +15% Critical Chance.
  • Range Trooper’s Power in Numbers: Range Trooper has +70% Tenacity while he is buffed. While Range Trooper is active, Imperial Trooper allies have a +50% chance to call another buffed Imperial Trooper ally to Assist when they use an ability during their turn, doing 20% less damage.

3. Legendary Strategist: Grand Admiral Thrawn, Emperor Palpatine, Darth Vader, Wat Tambor, Imperial Probe DroidGrand Admiral Thrawn has his blaster at the ready, his plan is working to perfection

If you’ve been following my lists you’ll remember how much I preached about having a fully maxed out Phoenix squad. It’s for this. Grand Admiral Thrawn is unlocked through battles featuring the Phoenix squad; GAT is one of the most effective non-Galactic Legend characters in-game. Zeta all of his abilities as soon as possible.

Legendary Strategist Unique Team Abilities:

  • Empire allies have +15% Max Protection, +25% Offense, and gain 20% Turn Meter whenever they Resist a detrimental effect or suffer a debuff. Whenever an Empire ally gains or loses a status effect, they recover 2% Protection. Empire allies gain a new Special ability, Maneuver: Dispel all debuffs on this character and gain 50% Turn Meter (Cooldown 3).
  • Ebb and Flow: Thrawn has +100% Counter Chance, +100% Tenacity, and -50% Speed while any enemies are Fractured. Whenever another Empire ally uses a Special ability while Thrawn is active, that ally gains 15% Turn Meter and, if any enemies are Fractured, Thrawn and Fractured enemies lose 15% Turn Meter.
  • Fracture: Deal Special damage to target enemy 4 times, dispel all buffs on them, remove 50% Turn Meter, and inflict Fracture until the start of Thrawn's next turn, or until Thrawn is defeated. This Fracture can't be Copied or Dispelled. This attack can't be Evaded or Resisted. Fracture on Characters: Speed set to 0, can't gain buffs, bonus Attacks, or bonus Turn Meter. Fracture on Raid Bosses: -50% Speed (doesn't stack with Speed Down), can't gain buffs, and -30% Counter Chance

2. Inspiring Through Fear: Darth Vader, Death Trooper, Emperor Palpatine, Grand Admiral Thrawn, Dark TrooperThere is no escape

Darth Vader’s rework puts him as one of the top Dark Side characters in Galaxy of Heroes. While I have yet to unlock Lord Vader, I will provide any updates on his power levels and if he takes Darth’s spot. 

Inspiring Through Fear Unique Team Abilities:

  • Empire and Sith allies have a +30% Offense and have a 50% chance to remove 20% Turn Meter when they damage an enemy.
  • Darth Vader gains 8 Speed until the end of the encounter for each of the following: Empire ally, Sith ally, Jedi enemy, Rebel enemy
  • When Vader’s Merciless Massacre is applied, he gains Merciless and a bonus turn. Merciless:+50% Offense, +25% Critical Chance, and +50% Critical Damage; immune to Fear, Stun, and Turn Meter manipulation and Darth Vader's bonus turns do not trigger other characters' effects based on bonus turns or Turn Meter gain
  • While Darth Vader is alive, enemies immediately regain Damage Over Time for 2 turns whenever Damage Over Time expires on them
  • While Death Trooper is active, Imperial Trooper allies have +10% Health Steal
  • Imperial Trooper allies gain a 10% Turn Meter for each stack of Dark Trooper Squad the Dark Trooper has.

1. I Am All the Sith: Sith Eternal Emperor, Darth Vader, Grand Admiral Thrawn, Darth Sion, Darth Malak"My boy... I MADE SNOKE"

While not technically a member of the Empire at this point, the Sith Eternal Emperor synergizes with them equally as good as Emperor Palpatine due to their Dark Side stats.

I Am All the Sith Unique Team Abilities:

  • The Emperor's Ultimate Charge ability can solo many teams, especially when his Power! Unlimited Power! Is used on enemies
  • Dark Side allies have +25% Mastery, +30% Potency, and +20 Speed, doubled for Sith allies.
  • Whenever a Deceived or Linked enemy uses an ability, Sith Eternal Emperor gains 10% Mastery (stacking) until the end of the encounter and other Sith allies gain half that amount. Whenever a Linked enemy uses an ability, Sith Eternal Emperor gains 8% Ultimate Charge. Whenever a Sith ally is defeated, dispel all debuffs on other Sith allies and they recover 100% Health and Protection. Sith allies can't be revived, and they ignore defense when targeting a Jedi enemy.
  • When Sion’s Held by Hatred ability is applied he gains +25% critical chance, +100% defense, offense, and turn meter
  • If Traya or Nihilus are critically hit, it reduces Sion’s Held by Hatred cooldown by 1
  • Malak acts as a devastating attacker/tank, allowing Sith Emperor and Sion to achieve their most powerful abilities
